CMS Proposes Updates to the Hospital Outpatient & Ambulatory Surgical Center Quality Programs

  1. A potential definition of digital quality measures

  2. Proposing standardizing data requirement for quality measures collected via FHIR-based application programming interfaces (APIs)

  3. Leveraging technological opportunities to facilitate digital quality measurement

  4. And developing a common portfolio of measures across CMS programs, federal programs and agencies, and the private sector. Other annual updates are proposed to the hospital OQR, ASCQR, and hospital inpatient quality report (IQR) program and Medicare Promoting Interoperability Program. This includes proposing removing measures, adding new measures, transitioning reporting of some measures to optional, and exploring the addition of opioid focused electronic clinical quality measures (eCQMs) in future years.
